Terms of Service (User Agreement)

1. Nature of Service & Intermediary Neutrality

Safqa operates exclusively as a neutral technological intermediary providing an electronic marketplace for users to post, browse, and connect regarding classified advertisements. Safqa is not an auctioneer, merchant, broker, or escrow agent.

Safqa does not inspect, verify, endorse, guarantee, or take title to any listed goods, nor does it participate in negotiations, payments, deliveries, or contract execution. All transactions occur solely at the independent risk and discretion of the participating parties.

2. User Conduct & Prohibited Content

Users are strictly prohibited from publishing, uploading, or transmitting any content, listing, or message that:

• Restricted & Illicit Goods: Involves legally restricted or illicit goods or services under applicable laws (including firearms, unauthorized pharmaceuticals, and controlled substances).
• Explicit Materials: Contains explicit, defamatory, obscene, or sexually suggestive material.
• Hate Speech & Harassment: Incites violence, hatred, discrimination, harassment, or extortion against any individual or entity.
• Fraud & Deceptive Marketing: Constitutes deceptive marketing, fraudulent schemes, price misrepresentation, counterfeit goods, or fictitious listings.

3. Content Moderation & Enforcement

Safqa reserves the right, at its sole discretion and without prior notice, to review, reject, modify, or permanently remove any listing or content that violates these Terms or applicable regulatory standards, utilizing automated technological filters and administrative oversight.

4. Account Sanctions & Hardware Termination

Safqa reserves the right to impose disciplinary and corrective measures for policy breaches, including:

• Administrative Strikes: Formal warnings reducing the account's trust score and search ranking.
• Temporary Feature Restrictions: Temporary suspension of posting, editing, or messaging permissions (Read-Only Mode).
• Permanent Exclusion: Immediate account termination and forfeiture of acquired badges or rank privileges.
• Device-Level Blocks: Permanent blacklisting of unique hardware identifiers to prevent recidivist abuse and protect the community.

5. Communications & Direct Messaging

Internal messaging mechanisms are strictly provided to facilitate legitimate commercial inquiries. Unsolicited commercial communications (spam), phishing, or unauthorized data scraping are strictly prohibited. Inquiries regarding disputes or formal abuse reports may be subject to review pursuant to legal and regulatory procedures.

6. Intellectual Property Rights

All trademarks, logos, system code, visual designs, and software architectures associated with Safqa are the exclusive property of Safqa Platform. Users represent and warrant that they possess lawful ownership or necessary licenses for all materials, images, and descriptions published in their listings.

7. Disclaimer of Warranties & Limitation of Liability

The Platform and services are provided strictly on an 'as is' and 'as available' basis without warranties of any kind, whether express, statutory, or implied. To the fullest extent permitted by applicable law, Safqa disclaims all liability for any direct, indirect, incidental, consequential, or punitive damages arising from transactions, interactions, or user conduct on the Platform.

8. Governing Law & Dispute Resolution

These Terms are governed by and construed pursuant to the laws and statutory regulations of the Syrian Arab Republic. Competent judicial courts in Damascus possess exclusive jurisdiction over any disputes arising hereunder.

9. Amendments & Continuing Acceptance

Safqa reserves the right to modify these Terms periodically to reflect technical enhancements or statutory requirements. Revised terms become effective upon publication, and continued use of the Platform constitutes unconditional acceptance.
